From May 27 to 28, 2023, the 11th Interdisciplinary Research Forum on Public Management, Public Finance and Government Accounting and the 13th Seminar on the Theory and Practice of Government Accounting Reform were held offline in Jinan, which were sponsored by the Professional Committee on Accounting for Government and Non-Profit Organizations of the Accounting Society of China and organized by the School of Management of Shandong University and the Jinan Municipal Government Funds Settlement Center.
The opening ceremony was presided over by Prof. Junwei Lu from the School of Management of Shandong University. Prof. Yanhua Lu, Vice President of Shandong University, Zhiyong Zhou, Secretary of Party Group and Director of Jinan Municipal Finance Bureau, and Guangzhong Liu, First Class Inspector of Accounting Department of Ministry of Finance and Secretary General of Accounting Society of China delivered speeches on behalf of the organizer and the sponsor respectively. Professor Liming Fan, former President of Shandong University and President of the Institute of State Governance, delivered a report on the conference entitled “Perfecting Modern Budget System: Review and Prospects”. Subsequently, Prof. Bohui Zhang, Executive Dean of the School of Economics and Management of the Chinese University of Hong Kong (Shenzhen), Prof. Yucheng Li, Secretary of the Party Group and Director of the Jinan Municipal Government Funds Settlement Center, and Prof. Jianfa Li, former Deputy Secretary of the Party Committee of Xiamen University, respectively delivered keynote reports entitled “The Current Situation of ESG Investment Development in China’s Asset Management Industry”, “Jinan Experience in Financial and Accounting Supervision” and “Government Accounting Reform in China: Past, Present and Future”.
The conference organized 10 sub venues and selected 40 papers for exchange, covering various fields including government cost accounting and management, audit of government financial reports, government accounting and local debt, government behavior and corporate investment and financing, government asset evaluation and management, government accounting standards, government behavior and governance, government behavior and corporate responsibility, and high-quality development and university cost management. Prof. Li Chang from School of Accounting of Dongbei University of Finance and Economics presided over the exchange seminar at the 8th sub venue. Dr. Qian Yu and Dr. Zhenzhen Yang (graduated) from School of Accounting reported their working papers in the 4th and 5th sub venue, and Ruchuan Jiang from the Business School of China University of Political Science and Law and Zhihua Tan from the School of Accounting of Nanjing Audit University made comments, which caused heated discussions among the participants.
Prof. Qi Zhang from Zhongnan University of Economics and Law presided over the closing ceremony, and Prof. Zhibin Chen from the School of Management of Southeast University, vice chairman of the Professional Committee on Accounting for Government and Non-Profit Organizations of the Accounting Society of China, summarized the meeting.
